統一超旗下統一阪急台北店日前宣布為更便利大陸旅客消費，率先全台與支付寶合作，支援支付寶錢包的條碼支付功能，不過金管會昨(23)日對此表示，「統一阪急要審慎思考是否要接受違法的消費工具」，統一阪急台北店已緊急發布聲明指出，將先暫停此項服務措施，以配合相關主管機關法規與作業程序再確認。

統一阪急台北店強調，透過從事跨境交易服務的藍新公司導入支付寶服務，這是以促進國內經濟發展為前提，希望能提供大陸旅客更多元的消費付款方式， 但目前決定先暫停此項服務措施。

金管會表示，支付寶必須依據電子票證相關法規，經主管機關核准，才能夠在實體店面消費，否則可能違反電子票證管理辦法，恐有面臨刑法的問題。

金管會也指出，藍新是依據資料處理服務業者受託處理跨境網路交易評鑑要點，扮演跨境匯兌角色，請經濟部考慮，藍新是否應該與違法的支付工具合作，而統一阪急若開放接受支付寶付款，是與違法的支付工具合作，可能也會面臨共犯的風險。
