外交部推廣非政府國際事務多年，為了將多年所累積的經驗種子散播到台灣各地鄉鎮，因此由外交部非政府組織國際事務委員會所主辦，銘傳大學國際事務研究所承辦的2013台灣NGO國際事務人才培訓班，9日在以凍頂烏龍茶聞名的南投縣鹿谷鄉舉辦為期一天的接軌國際「茶藝研習營」，來自南投縣各鄉鎮1百多位大專院校學生，實際參與「接軌國際 茶藝研習營」後，直呼以後泡茶一定要講究茶具，泡出濃濃的「台灣味」讓老外寡目相看。

銘傳大學國際事務研究所承辦的2013台灣NGO國際事務人才培訓班，為了讓學生進一步認識茶藝，特別企畫了「接軌國際 茶藝研習營」，首先由銘傳大學國際事務研究所所長劉宗杰主持開幕式，並邀請杉林溪遊樂事業股份有限公司副總經理劉瑞都、鹿谷生活茶會會長陳秀櫻、國際農村青年交換瑞典草根大使陳雅君及茶藝師現場示範茶藝展現，期藉由茶藝文化的實境體驗，帶領學生探索文化創意的多元可能。

銘傳大學國際事務研究所長劉宗杰表示，透過鹿谷鄉農會以及非政府組織南投縣鹿谷鄉生活茶會的合作，期望能經由外交部非政府國際事務副執行長吳宗杰所分享之議題NGO與全民外交以及在地俱有國際經驗交流之專業人才之分享與實際操作茶道流程，讓參與的在地居民以及來自南投縣的各大專院校的學生，不僅能讓大專院校之學生了解非政府組織的功能與國民外交成果，藉由體驗實際了解南投茶藝文化，同時也讓鹿谷鄉之在地居民了解如何透過國際間的非政府組織將鹿谷鄉精緻的茶藝文化推廣到國際。

吳姓女同學表示，在家裡喝茶通常是茶葉泡開了就喝，上過課才深深體會原來「茶」有許多學問，是生活、是文化、也是藝術，經過今天的課程瞭解，茶藝不僅具有文化創意的軟實力，更是豐富多元的生活美學，同樣的茶葉用不同材質的茶器來泡，會有不同的味道，這是最大的收穫。而來自烏拉圭的學生Dino Tramontani說，在烏拉圭從沒有這樣喝茶的方式，覺得很新奇也很講究，自己也坐下實際體驗泡茶，好緊張，還是坐在旁邊喝茶比較享受。

銘傳大學國際事務研究所承辦外交部台灣NGO國際事務人才培訓班計畫，藉由辦理各項非政府組織研討及培訓活動，擴大國內NGO人才的國際視野，並培養及提升參與學員的國際事務能力。今年計畫將舉辦5場培訓班，今天是首場活動，下半年尚有4場培訓課將在北、中、南進行。

沒有特色的PARTY主辦人會很沒面子

大家也都玩得不盡興，所以你這個問題真的很重要！

派對的場地就是包船包了一艘高雄遊艇「蝴蝶公主號」辦的

去參加這場派對的朋友都覺得超棒的

事前他們專員和我聊了很久，很專業也很細心

最後照我們要的需求做了許多場地佈置，是很機動性很高的場地，

頂級音響設備舞台燈光系統，並有專人提供別出心裁的會場佈置，

以獨一無二的客制化服務，搭配最棒的節目規劃及精心設計的遊戲及表演

完全的客製化，想要什麼樣的FU他們全都能搞定

提供的BUFFET也滿精緻的，蛋糕、調酒和各種餐飲都滿讚的

我個人覺得比海港的BUFFET還棒，大部份的朋友也都這樣覺得

很夠水準的餐點

我們那天晚上就邊辦趴邊遊港，遊港時也有導覽員在做介紹

場子超熱的，一點冷場都沒有

場內很HIGH，場外港灣景色也超讚

以前從來沒想過包船辦趴是那麼過癮的事

這種生日趴在高雄現在還不常見

是因為有朋友參加過之後覺得很不錯才推薦我來找「蝴蝶公主號」遊艇的

和之前包其他的派對場地比起來真的有特色多了

重點是對主辦人來說也可以省很多事

他們有專人來幫忙協助規劃party，節目都安排的很讓人驚豔

那天晚上真的是賓主盡歡，辦起來很有成就感！！

海芋應朋友之邀，在休假日跑到了新竹，而朋友則是帶著海芋到了「井町」這家日式素食一飽口福，新竹市其實很小，這家離新竹火車站只要10分鐘的腳程，如果有想去新竹的朋友，不妨來參考一下這篇素食食記。

而這家在用餐時間總是這麼多人，像是台北的「穗科手打拉麵」一樣，都需要排隊，但很屌的是，沒有號碼牌這件事，完全就是登記叫號。

在拿到他們的名片後，就來拍一下，這是他們的營業時間。

而這是他們的地址，並不難找。

這是他們的菜單，種類不少，但小菜似乎是規定一定要點的。

由於海芋比較晚到，小菜幾乎被掃光了。

而店內的空間簡單來說，就只有一個擠字，但是東西都是現做的，廚房也是可以讓你看得到的，比較安心。

當然，每間店都一定會有提供茶飲，他們的茶飲還不錯。

這是小菜之一，沙拉，在夏天吃沙拉整個就是很有消暑感。

而海芋的友人受不了牛蕃茄的誘惑，點了牛蕃茄。

這牛蕃茄吃起來外層有梅子的味道，裡面甜甜的，還不錯。

以下是海芋點的，納豆秋葵拉麵。

來看這麵吧，整個就是非常的粗呀！

納豆配上秋葵，再加上黃芥茉醬，再淋上他原本附的醬，我覺得「納豆秋葵拉麵」相當不錯。

而以下則是海芋友人點的柚香拉麵，由於我吃我的就覺得快吃不完了，所以沒吃，但據了解，柚香只是在醬料加一點柚香，所以友人並不怎麼推。

以下是我們額外點的可樂餅。

這也是額外點的天婦羅。

天婦羅其實海芋吃起來並不怎麼推，但是醬還不錯吃，但天婦羅海芋並不愛。

而這是可樂餅的部份，吃起來像薯餅。

但愈往裡面吃，愈有起司的味道，大推「可樂餅」。

至於底下，則是豆花，海芋和友人吃了之後，都覺得不推。

而以上是海芋和友人的小小食記，當然我相信每個人的口味不同，裡面有些海芋還蠻推的，就等你去親自去嚐嚐囉！

新北市政府環保局針對11日觀音坑溪水遭染紅案，事經沿岸逐戶進行查證後，12日上午查獲是位於五股區凌雲路3段的利王紙器股份有限公司，將印刷作業剩餘紅色油墨廢液非法棄置側溝，以致紅色油墨沿線流入觀音坑溪，由於富含大量色料，造成河川重大污染。

環保局指出，業者任意棄置污染物導致河川嚴重汙染，已依水污染防治法第30條規定，從重處分開出30萬元罰鍰，要求妥善清除處理；並強調利王紙器股份有限公司如未完成改善，將按日連續開罰；且指若經認定情節重大，則將祭出停工或停業處分。
