【吳家翔╱台北報導】基隆市長張通榮因關說酒駕案遭監察院彈劾二度未過關，網友痛批「混蛋監察院」，監察院長王建煊認為沒改革監察院關門算了，王今接受廣播節目專訪時不僅反批監委反改革，還說監委是獨立辦案，他們辦不好，他們要負很多責任，「我主要在行政方面，行政這幾年來做得很多，成績不差，你說對不對」。

王說他是不計毀譽提出看法，監察制度如何修改，這件事情並不那麼容易，但總是要讓社會知道真相，像張通榮彈劾案，是法院有判刑，而台東縣前縣長鄺麗真假出國真報銷，是法院判無罪，監委還彈劾，那社會會怎麼想？媒體說監察院是混蛋院，他不隨媒體起舞，但如果別人講得是對的，講出人民心中的話，「你身在監察院，你知道狀況又無力改革，我只能把問題丟出來，讓大家來談」。

對於監委批評沒改革是王的責任，王反駁說，任何改革都要委員同意，監院的糾正案95%都會通過，主席開會都會問，這案子大家有沒有意見，沒意見就通過了，這東西不行，這裡面有一大堆流弊，我說這一定要改，每案不是問有無意見，而是像投票一樣，應勾同意或不同意，「但沒有一個監委贊成這樣，改革不是他們講得這樣，改革也是他們要同意」。

王建煊說，監委酬庸非常之多，這屆情況可能還好一點，因為是在馬英九最大光環下提名的，下屆提名是在明年七和一選舉之前，馬第二任光環就很小，現在民意支持度只有10趴多，因此明年選舉一定要安撫很多人，很多人會要位置，說要部長你覺得不容易，那要監委給一個總可以吧，你都不給，太不夠意思了吧，「好，你等著看，明年的情況會更糟」。

位於神戶市的日本理化學研究所與尖端醫療中心醫院，已針對「誘導性多功能幹細胞」（iPS）再生視網膜的臨床研究徵求患者，代表全球iPS臨床研究的正式啟動。

徵求的對象是「增齡性黃斑病變」患者，這是一種視網膜受傷導致視力急劇下降，甚至失明的頑疾，日本國內約有70萬這類患者。具體條件為50歲以上、矯正視力不足0.3、治療藥物無效、視野中心部分較暗等。

臨床研究中，科研人員將利用自患者手腕採集的皮膚組織製成iPS細胞，再將之轉化成視網膜色素上皮細胞，並製成薄膜狀，最後移植至患部。此項研究若成功，將可有效解決器官捐贈不足的問題。

【都會中心／高雄報導】中山大學海科院旁的柴山海域今天發生落水意外，一名高中男學生被大浪捲走失蹤，同行捷克籍友人攀附在海中礁石上，被警消救起時不停哭喊：「你們去救他！」海巡署隨即出動船艇，空中勤務總隊也出動直昇機展開海空搜尋，但至天黑都未找到男學生，明天將繼續搜救。
 
警方表示，落海失蹤的莊姓學生（17歲）就讀高雄中學，暑假過後升三年級，今天中午與在高雄師範大學華語學習班上課的捷克籍男子唐揚（24歲）相約碰面後，再一起到中山大學海洋科學院籃球場旁的柴山海域戲水。
 
唐揚對警方表示，下午近1時，他與莊從岸上走向海裡，原本只達膝蓋的海水突然變深，大浪捲走他們兩人，他緊急抓住一顆大礁石，發現莊在礁石前浮沈，又跳進水中抓住莊的手，但莊又被海浪捲走，如此過程重複三次，他體力耗盡，莊也失去蹤影，他只好爬上礁石等待救援。
 
莊姓高中生家人接獲通知趕來，莊母激動地詢問唐揚：「他跟我說要去學校，你們為什麼要來這裡？」還說：「不知道這裡很危險嗎？」唐揚哭紅雙眼，雙手繞圈筆畫說：「他被海浪捲走了！」
 
搜救行動一直進行到日落，最後因天色已昏暗、海浪強大，仍無法找到莊，只好先暫停搜救。
