有關洪仲丘在陸軍第269禁閉室被操練致死事件，民進黨立委薛凌今(29)日透露，整個事件尚有漏網之魚，且涉案或涉及行政疏失的單位除陸軍第269旅、542旅之外，還包括陸軍第584旅、陸軍蘭陽指揮部、陸軍第五三工兵群等三個單位未依規定指派合格戒護士的行政責任。
薛凌透露，經她查證後，陸軍第269旅禁閉室人員派遣管理鬆散的現象，令人不可思議，薛凌指出，目前被收押的黑牌戒護士陳毅勳，是第二季支援禁閉室戒護人員，其支援269禁閉室的期限是從4月1日到6月30日到期，7月1日後就得歸建回陸軍蘭陽指揮部。
而被列為被告之一的陸軍第584旅派來的菜鳥黑牌戒護士李念祖，不僅是黑牌，甚至因為他所屬單位要參加「聯勇演習」，陸軍第584旅派不出合格戒護士，就派這位菜鳥下士充當禁閉室戒護公差。
薛凌更透露，經她查證，陸軍第六軍團核可第三季接替人員的公文竟然是在洪仲丘出事後，才在7月4日緊急補上，整個作業的疏失涉及到整個陸軍第六軍團一連串的錯誤，但陸軍第六軍團指揮官陳泉官責任一直被刻意保護，她要求軍方給個交代。
薛凌也要求軍方做出以下三點說明：
1、黑牌戒護士陳毅勳支援期在6月30日到期，為何他從7月1日到3日還可以繼續操練洪仲丘？
2、黑牌戒護士李念祖被抓公差違規定派支援禁閉室，陸軍第584旅為何無任一軍官遭到懲處，軍方是否有故意降低懲處範圍？
3、陸軍第六軍團第三季支援禁閉室戒護人員公文，原本要在六月底前即需發佈，造成陳毅勳可以續留在269旅禁閉室的機會。又為何在洪仲丘死後的7月4日才緊急補發？
