台北市議員簡余晏日前獲家長陳情，自己的兒子去超商購物，準備用贈送的點數來換取公仔，沒想到最後超商卻以活動為由告知無法領取，對此台北市消保官認定，統一集團旗下的7net，已違反《消費者保護法》。
簡余晏指出，統一旗下的7net日前推出消費滿1100點送哆啦Ａ夢時光機公仔活動，當時投訴人兒子單筆消費1197元，隨後獲得一組公仔對換序號，超商並告知他需於7月16日以前兌換，逾期視為放棄。
不過在活動期間，投訴人兒子在活動期間，始終沒有收到通知，最後一直到活動結束後，才發現自己電子信箱內收到一組序號通知，原本他以為能如願領取公仔，沒想到前往超商領取時，門市告訴他活動已經結束、無法領取。
台北市法務局主任消保官陳信誠判定，7net已違反承攬契約《民法》第227條第1項，致為不完全給付者，債權人得依給付遲延或給付不能之規定，行使其權利。另有《消保法》第四條，未提供消費者充分與正確之資訊；第二十二條，未確保廣告內容真實。陳信誠強調，已通知統一集團進行改正，否則得處2萬元以上、10萬元以下罰鍰，同時可連續處罰。
簡余晏表示，集團推出兌換活動吸引消費者，就應該遵守遊戲規則，即使檔期已過，也可以贈送該期的贈品做一個補償，不應該連這種小事情也要為難消費者。
