從主管機關到學院研究到社會公益智庫到媒體，台灣沒有任何地方可以提供我們可信的數據資料……

全美國收入最低的四分之一家戶，他們的孩子進入競爭最激烈的一百四十六所大學的比率，是百分之三。相對地，收入最高的四分之一家戶，有百分之七十四的孩子進入這一百四十六所大學。

過去十年內，美國的高中畢業生，單純因為經濟考量，以至於無法進入大學、或從大學休退學的學生，高達兩百五十萬人。

絕大部分美國大學都提供補助獎學金，然而出於競爭的理由，獎學金往往不是給真正家境清寒的孩子。一個中產以上的學生，展現出優異的學業潛力，很可能會有好幾家努力想要提升或維持自身排名的大學，提供全額獎學金，甚至住宿、生活補助來爭取他入學。因而整體而言，全美收入前四分之一家戶孩子獲得大學獎學金的機會，和最後四分之一家戶孩子獲得大學獎學金的機會，幾乎相同。

但絕對不同的是，就算沒有獎學金，中產以上家戶原本就有能力讓孩子上好大學；沒有獎學金，中產以下的家戶就只能教小孩放棄上大學的想法。

這些數據資料，清楚地顯示出美國高等教育的嚴重問題，尤其是在受教權上明顯的不平等。那麼讓我們試著這樣問：在高等教育受教機會公平議題上，台灣和美國比較，是不是好一點呢？

抱歉，真實的情況是，我們無法回答這個問題。因為根本就不存在台灣可以拿來和美國數據資料比對的基礎。從主管機關到學院研究到社會公益智庫到媒體，台灣沒有任何地方可以提供我們可信的數據資料。就連一個關係到教育資源分配，又很容易調查的數據──台灣私立大學和公立大學學生的家庭收入背景比對，我們都找不到。

台灣政府長期投入公共資源培養菁英公立大學，透過甄試和考試，往往是原本就有較佳社經地位家庭的子弟，有比較好的準備，也就有比較高的機會進入這些菁英公立大學。結果他們就可以付較低的學費，分配到較多較好的教育資源。那些原本就比較匱乏的家庭，沒辦法讓子女上補習班及提供甄試協助的，結果反而要承擔較為昂貴的私立大學學費。這是從制度面我們得到的印象。

關鍵在：證據呢？沒有人能提供明確的證據來證明或否證這樣的印象，於是討論就都只能是空話。我們的媒體只會花大篇幅報導哪個高中生要出國，哪個高中生考最高分，哪個高中又有最多畢業生考上台大，或各大學系所排名如何變動。竟然沒有一家媒體願意在這個時刻分一點力氣關心社會公平、教育提供的階層流動機會問題，匪夷所思。竟然教育部可以長期不用提供這方面的資料，不用訂定相關的調整、補救政策，也都沒關係，更是匪夷所思。

台中樂器節開幕 胡志強亂指揮博掌聲

【林世雄、陳為坐／台中報導】台中市文化局主辦的「2013台中樂器節」今天上午在后里馬場舉行。台中市長胡志強說，在台中市舉辦2018年的花博後，將會把后里區開發為台灣的紐奧爾良市，以五年的時間，讓后里成為充滿音樂、酒香的聖城（Holy city）。今天上午開幕式中，胡志強還親自指揮新民、嶺東、慈明三個高中管樂隊，雖然胡亂比畫一通，但仍獲得不少同情的掌聲。在一旁的馬匹因會場在進行遊行時聲響過大，受到驚嚇，發生燥動，所幸管理控制得宜並未發生意外狀況。

英國海軍世界揚名，眾多荒廢的海軍堡壘承載著輝煌歷史，其中的一些已經變為私人島嶼、廣播電台或者獨立成微國家，遠離了遊客的視線。但是近日『weburbanist』網站為我們提供一處海軍堡壘改造成的博物館和豪華度假村，讓我們得見海軍堡壘的別樣風貌。

據人民網報導，岬堤堡壘( Spitbank Fort)是1859年皇家委員會建於普利茅斯港市邊的索倫特海峽上。雖然它的作用隨時間不斷變化，但是它一直肩負起從海空兩面保護英國海岸的責任。20世紀後期遭到廢棄之前的一整個世紀，這裡一直是一個武裝小島。

而經歷了大約500萬美元改造的之後，現在這裡不僅保存了原有建築，還新增了豪華享受：酒店房間、酒吧、飯店、圖書館、桑拿室、陽光甲板、游泳池等等。無論是白天來此，還是在這過夜，都可以坐在舒適的磚房內一邊360度觀看美景，一邊享受美味餐點。

警告，小弟廢話可能多到令人不由自主手指抽筋按下2，不想破壞一整天愉快心情的各位 看官請暫時迴避。 警告2，本篇文章內容十分GY，請原PO謹慎思考後再看。 -----------------------防雷線------------------------------------------------- 我是個喜歡聽故事的人，也是個喜歡說故事的人，在進入正題之前先讓我說個小故事。 小弟前陣子又重新溫習了一次智冠的示周人人(*註1)，這已經是我第七次還第八次重玩 其實我也有點忘了。(*註:遊戲名稱是神鵰俠侶，因富姦多年在老遊戲版被戲稱示周人人) 會每隔幾年就重玩的起因源於國中第一次接觸這款遊戲時給我的衝擊實在太大，讓我在 往後的十幾年人生中一直無法忘懷。 這款遊戲最出名的地方有兩點，第一點是富姦，劇情到了楊過被郭芙一劍砍斷手後就結 束了，十幾年來依舊不見申隹夾呂問世。第二點則是BUG多。 那年頭的遊戲BUG不是新聞，但它的BUG常常出現在讓人很想吐槽的地方。 還記得第一次玩到小龍女被歐陽鋒點穴，尹志平按照慣例上前摸了把大三元時，年幼的我 一邊問候尹志平全家大小一邊不爭氣地硬了。 就在尹志平胡完牌畫面變黑的時候，電腦當機了，該死的BUG。 ......好吧，除了默默地把穿好的褲子脫下再玩一次以外我還能說什麼呢? 事隔多年，其實我有點忘記當時的畫面，只記得當我回神的時候天已經亮了，我媽冷冷 地站在我身後叫我把褲子穿上。 當時的我掉著眼淚哭著罵了一聲"幹..." 整整一個晚上我不停地看著我心目中的女神小龍女被尹志平那個雜碎強姦了超過一百遍。 捏著滴血的心忍痛撐到劇情結束就當機，當機後就噴淚然後脫掉褲子再看一次。 整個晚上不斷重複著強姦->畫面變黑->當機->我噴淚->強姦->畫面變黑->當機的循環。 我彷彿都可以聽到尹志平愉悅的聲音變成哭腔說再射就出血了... 而當時的我，只有十三歲。 一個正值天真爛漫活力無限青春洋溢的十三歲小男孩，眼睜睜看著心目中的女神被KOBE 了一整晚，一直到現在這件事還是在我人生中最殘忍事件的前三名。 抱歉扯太遠了，讓我們回到正題。 會說這個小故事的原因在於，你能接受復合後的日子裡，每隔一段時間就想起、夢到、聽 到朋友談論，甚至更悲慘的是又發現你女朋友跟別人上床嗎? 一個你小心翼翼捧在手上放在心上的女孩跟別人噗哧噗哧抽插地不亦樂乎的畫面不時出現 在你的腦海中、在你朋友的口中、在你的夢中時....你 真的接受得了嗎? 這個衝擊我十三歲就嚐過，今年也發生過，所以我比誰都明白那種痛，他們在噗哧噗哧地 抽插，我的心彷彿也有把刀在噗哧噗哧地抽插，不過他們很爽，我很幹。 原諒我用這麼刺眼的方式形容，湯川學說過"萬象皆有因"，或許她甜美的外表跟惹人憐愛 的表情擋住了你的視線讓你沒看到故事背後的真相，請你聽我說。 你的記憶跟對她的印象應該都還停留在那段過去美好的時光裡，在那些日子裡她善良、體 貼、小鳥依人、有著你們專屬的小動作跟祕密語言而且深愛著你。 事實是，如今的她依舊善良體貼小鳥依人，但她卻 不 愛 你。 如果她愛你，不會拋棄過去那些甜美的回憶、那些難得建立的默契、那些對未來的承諾。 就是想被另一個他捧在手上、推到床上、頂到天上才會做出你第一段的舉動。 不到七天就在一起?摸摸你們沒用完的保險套好好想想，你當初花了多久才追到她? 在分手的前幾天，你能確定她心還在你身上或沒跟對方搞曖昧甚至摳摳摸摸? 回來找你的原因你應該也想過各種可能性，就不贅述了。 至於當砲友? 朋友，相信我，到最後被當砲友的只會是你，更慘一點的可能下個月就發現 她有了，至於那個免錢老爸他還在看這篇文。 看完了這篇文章，我知道可能她掉兩滴眼淚哭個兩聲你不該軟的又軟了，不該硬的卻硬了 ，最後還是義無反顧的接受她。 但是，我希望你明白兩件事。 第一 世界很大，你值得更好更專一的，不會沒有她就什麼都沒有了。 或許在同一個城市裡，也有著跟你一樣遭遇的女孩子，或者一直默默注視著你的人， 傷心人最懂傷心人，當你們相遇，你們可以把你們來不及派上用場的溫柔跟保險套用完， 用一輩子的時間。 第二 我很雞巴，整篇文章都對著你的死穴拼命地狂插猛刺，或許版主刀已經磨好準備劣文了。 但我知道不把話說重可能你看完後喝個幾手馬尿又忘記當初看過什麼，因為我跟你有同樣 的遭遇，經歷過你現在的心情後才能笑著打出這篇文章。 雖然還沒完全釋然但上個月也好不容易下定決心封鎖對方能找到我的所有管道，我希望你 能復原得比我快。 在BG版我最愛看的是溫馨又閃人的恩愛文，希望有這個榮幸在不久的將來能被你閃一次。 最後，為了我雞巴的說話方式再跟你道一次歉，對不起。 -- ※ 發信站: 批踢踢實業坊(ptt.cc) ◆ From: 36.239.254.209

藍 希望先「朝野會談」

民進黨前主席蔡英文昨呼籲馬總統盡速召開國是會議，並提出國防改革、核四爭議等議題；國民黨黨政人士表示，馬總統對國是會議的態度開放，沒有預設立場，但希望先「朝野會談」、再「國是會議」；若兩人都無法坐下來談，遑論整合外界意見。

據了解，馬總統認為，國是會議應是「議題」而非「前提」，應該先促成朝野會談，充分討論、溝通過後，再來談國是會議。

黨政人士說，外界對國是會議能否解決政治議題、弭平社會紛爭有很多討論，就連民進黨、親民黨內部都有不同意見。馬總統對此態度務實，表示外界正好趁此機會可以好好思考、持平討論。

國民黨立委蔡正元、吳育昇表示，朝野兩黨領袖對談即可，「大拜拜」性質的國是會議毫無意義。

親民黨立委李桐豪表示，國家當前有這麼多問題，原因是馬總統管理能力與執行力不足，並非是朝野意見分歧所造成；馬政府應該自我檢討，下詔罪己，廣納賢才。

有關民眾關心是否因狂犬病疫情引發大量棄養寵物，並有誤傳政府將撲殺流浪犬貓等情況，農委會8月8日邀集各縣市政府及全國地方獸醫師公會會商，重申現階段狂犬病防疫是以全面推動犬、貓疫苗注射及全民防疫衛教為最重要措施。

至於針對確診狂犬病案例地區，農委會配合防疫捕捉流浪犬予以收容、施打疫苗及加強提供認養，以防杜疫情由野生動物擴散至犬貓，其餘地區捕犬作業仍依平常方式辦理，絕未以撲殺流浪犬貓為防疫政策。

農委會表示，全國公立動物收容所已整備收容能量由現行7,071隻擴充至9,740隻，約增加38%收容量，可降低因收容空間不足人道處理壓力。另為加強推廣認養，會請各地方政府公立收容所儘速調整開放參訪時段，每星期六、日儘可能開放參訪，如有困難也應擇一開放，使民眾更有機會到收容所認養動物。農委會同時呼籲社會各界，共同關心收容動物，現在去認養最安全，請有能力飼養動物的朋友能到公立動物收容所認養犬貓，給更多流浪犬貓安定的保護。

農委會強調，為加強狂犬病疫情追蹤及犬隻管理，除請地方政府於提供民眾免費狂犬病疫苗時，配合依「動物保護法」規定，為犬隻植入晶片辦理寵物登記，已號召全國獸醫師共同協助推動限期寵物登記優惠措施，以鼓勵飼主在為犬隻施打疫苗後完成寵物登記。

專案預定自9月全面啟動，以透過落實寵物登記管理，建立狂犬病防疫長期追蹤管理體系，並建立飼主責任，避免棄養寵物，根本改善社會大眾共同承擔不負責的飼主而造成的流浪犬問題。

農委會表示，對動物保護團體或愛心人士照顧流浪犬貓及投入施打疫苗行列，表達由衷感謝，並已提供免費狂犬病疫苗，且陸續撥發中，農委會指出，自7月31日起接獲動保團體的申請案件，截自8月7日合計接獲33案合計31,733劑，該會將配合疫苗存量，依疫情風險評估優先順序陸續核送地方政府，並請地方政府收到疫苗後儘速通知申請人領取，也要清楚說明後續配合填報疫苗施打紀錄，才能妥善管控公費狂犬病疫苗用途與流向。

近期部分民眾因未瞭解疫情資訊有所恐慌而致通報捕犬案及棄養動物狀況增加，農委會請地方政府務必要教育第一線捕犬或收容工作人員，向民眾充分說明正確疫情資訊，犬貓只要施打狂犬病疫苗就有保護力，不需選擇放棄飼養寵物。另在接獲民眾通報捕捉游蕩犬貓時，應先協請當地村(里)、鄰長了解是否為民眾放任在外家犬，並請飼主妥善管理，儘快施打疫苗。另捕犬過程對具有可辨識已施打疫苗犬隻不予優先捕捉，但如民眾舉報已造成困擾狀況則仍須處理。

尤特外圍影響 中南部大雨特報

中央氣象局今下午2點時表示，今年第11號颱風尤特（Utor）增強為中度颱風，但侵台機會不大，預測將經菲律賓呂宋島北方進入南海，在中國廣東地區登陸，但氣象局提醒，尤特的外圍環流將帶來降雨，目前也已先針對中南部地區發布大雨特報。

侵台機率不大，但將帶來雨勢

今年第11號颱風尤特目前位置在鵝鑾鼻東南方1400公里處，路徑朝西北西方向進行，以每小時19公里前進，雖然直接影響台灣的機會不大，但12日開始，尤特的外圍環流會為南部、東半部帶來雨勢，該地區民眾需多加注意。

近日熱浪有望減緩

中央氣象局預測，12、13日颱風最接近台灣，將有明顯降雨，也由於颱風帶來雨勢，連日來的高溫可望減緩，14日開始因颱風引進南方雲系，全台都會出現陣雨或雷雨，不會再出現極端高溫。

看到這篇..真的是心有戚戚焉~我是女孩~我想要來分享我的故事。 我沒有皮膚病，但我有癲癇症，因為兒時很愛玩單槓，有次就這樣掉了下來撞到頭.. 就跟此症狀結了緣=_=。說實在的~從小時候到高中~我完全沒把這症狀放在心裡，就只 記得吃藥，如果發作也就被送去醫院這樣罷了。有的同學得知我症狀還說: "真假啊?!!!難怪你的腦袋跟我們不太一樣!!!!"(聽了傻眼) or "ㄟㄟ~你神經病的藥吃了嗎?"(但我聽到這句卻居然大哭..我哪有神經病了!!) 這些哭完發洩完~隔天也就好了!!!我在高中之前的個性都滿灑脫..但上了大學卻變了.. 大一，我交了人生中第一任男友，在交往之前他就已經知道我有這症狀~但他沒有很在乎 ，反而每次約會他都會帶著水，時間一到提醒我吃藥，非常體貼的男生。交往一年多， 有天他就帶著我去見他父母(他們都知道我狀況)，也沒有跟我說什麼~只交代他們兒子要 好好照顧我，注意我的生活作息這樣而已。就這樣過了兩天...接到我男友的電話，他說: "我們分手吧!!!!!!" 我:"蛤????為什麼???????" 他:"因為我家人無法接受你有那症狀，所以...我們分吧!!" 我整個人崩潰了...就只因為我有這症狀而分手..我還傻傻相信他不在乎反而接受!!! 狂罵完他之後就這樣分了...那時候的我開始對愛情產生了恐懼...也就是自卑。 不能再承受第二次打擊，過了兩年多的空窗期，遇到我人生中第二任男友，那時我的心態 有稍微調整別那麼自卑，再重拾愛情的滋味。結果交往兩個多月.......也是同樣的原因 跟我分手(對方家長不接受)。我沒有崩潰，感覺有點無感了...這就是現實的問題。再過 三年的空窗~也就是現在!!!!我有第三任男友，現在的他很愛我，甚至想要娶我回家，他 爸媽也知道我有這症狀，但跟前幾任的爸媽不太一樣~甚至還跟我說: "謝謝妳跟我們家xx(男友名字)再一起~雖然他有點笨拙~希望妳不要嫌棄!!以後請多多指 教喔!!" 聽到這句我整個落淚，他們並沒有嫌棄還很尊重我(哭)，目前看來我們是很相處融洽的!! 希望能一直幸福下去!!!! 所以原po請告訴妳的朋友，不要因為有皮膚病自卑，總有一天她會遇到不會因為皮膚問題 而不愛她的男人，我相信她會遇到的!!加油!! 為什麼騎2.5分鐘的腳踏車，會比騎30分鐘燃燒更多熱量？

沒有時間可以運動？這個藉口已經不管用了！越來越多的實驗證明，短時間、強烈的運動可促進健康，並且對減小腰圍有潛在的功效。

畢業於美國科羅拉多州大學運動生理學系的學生Kyle Sevits和他的團隊證明，只要僅僅2.5分鐘的腳踏車運動就可以燃燒220大卡的熱量。

這個不是說你只需要在電視的廣告時間做完這2.5分鐘的運動就可以達到效果，我們需要把這2.5分鐘拆成5個30秒的衝刺間歇運動，在每一個30秒後要有4分鐘輕鬆、無阻力的腳踏板踩踏緩和運動。這整個運動加起來的時間不超過25分鐘，但卻比30分鐘連續溫和的腳踏車運動，燃燒更多熱量。

Sevits說：「你可以在短時間內燃燒很多的熱量，且幾乎所有熱量都在強烈衝刺的這2.5分鐘燃燒，而不是在休息緩和運動的時間內」。另外，這種間歇運動對改善身體胰島素阻抗與葡萄糖耐受都有好處。

聖摩尼卡（美國加州） UCLA Medical Center的運動藥理專家Heather Gillespie說：「這類的研究有助於刺激人們更健康且燃燒更多熱量」，Heather Gillespie並沒有參與Kyle Sevits的研究，但她認為Kyle Sevits的研究雖然只是個小型研究，但大有可為且增加了間歇運動好處的證明。

研究室的研究

Sevits和他的同事招募10位平均年齡25歲的健康男性，這個研究為期3天，研究人員必須確認這些參與者沒有吃太多也沒有吃太少，而準備符合參與者熱量需求的嚴格飲食。

激烈的間歇性運動訓練如下：2分鐘的暖身後，隨即參與者需盡他最大努力且以他最快的速度踩踏腳踏車30秒，然後4分鐘放鬆的踩踏，接著再30秒衝刺、4分鐘緩和放鬆的循環，直到做完整個2.5分鐘的衝刺運動。而參與者5個爆炸性的衝刺運動將他們推向極限，可以燃燒將近220大卡的熱量。

之前的研究顯示高強度的間歇性運動對心臟有益，不管是健康的人或已有心臟病的人，這個研究提供了一個開端，證明間歇性運動可幫助維持健康的體重，對減輕體重有潛在性的功效。
