德國勞工部近日實施新規定，部內主管非遇緊急事件不得在非上班時間打電話或寫電子郵件給下屬，以減輕員工的壓力。勞工部希望企業界跟進。

德國「明鏡周刊」報導，近一年來，勞工部長烏蘇拉‧馮德萊恩一直要求企業界明確規範主管打電話給下屬的時段，如今她以身作則，規定勞工部主管非上班時間用電話或電郵聯絡員工，僅限於「特殊情況」。

新規定包括：非上班時間不能用手機聯絡同事，非聯絡不可也以干擾越少越好為原則。主管應避免在非上班時間對下屬提出要求，若因工作需要而聯絡，前提必須是「情況特殊，不能等到下一個工作日」。非上班時間開手機或在電腦旁待命的員工越少越好。主管聯絡下屬時必須「考慮到讓對方有足夠的個人及家庭時間」。如果員工下班後關手機，或未回覆主管的電子郵件，不應受到處分。

新規定不僅適用於在勞工部辦公室上班的同仁，也適用於在家工作和外勤同仁。勞工部表示，他們是德國第一個訂定主管聯絡下屬規範的中央部會。勞工部職員工會為了新規定，與主管談判許久。新規定將影響勞工部一千一百名員工。

馮德萊恩說，由於科技發達，部內同事不論身在何處，用手機都能聯絡上，他們非常需要知道什麼時候得讓主管找得到，什麼時候是私人時間。

【王智勇／台南報導】台南市一名２９歲女子昨日晚間１１時許和母親吵架後鬧脾氣，竟由自家三樓一躍而下想自殺，沒想到女子最後卡在一樓的遮雨棚，家人見她緊拉著遮雨棚鐵架，立即打電話向警消人員求救，第一時間趕到現場的太子宮派出所員警見情況十分危及，消防人員已來不及舖下氣墊，急忙叫女子的家人先收集家裡大大小小的棉被，全拿出來堆在一樓騎樓的下方，這些棉被起了緩衝作用，且順利接住想自殺的女子。不過趕赴現場的鹽水消防隊，發現這名跳樓的女子全身多處骨折，將她送醫救治，目前無大礙。

（軍聞社記者郭家良屏東卅一日電）受到「康芮」颱風連日來所挾帶的雨勢影響，南迴鐵路枋野至加祿站間今天發生自強號列車因土石流影響，造成車廂脫離及出軌事故，多名乘客與列車工作人員受傷，南迴線交通也因此中斷，國軍第四作戰區屏東災防區在獲知災害發生後，即派遣六十餘名國軍防訓中心官兵前進災害馳援，協助臺鐵機務人員清理土石，希望能早日通車。

　屏東災防區指揮官、陸軍機步三三三旅旅長呂上校指出，屏東地區連日來豪雨不斷，災防區各單位的災害防救準備工作絲毫不敢鬆懈，上午的列車事故發生後，第一時間即由國軍防訓中心派遣所屬進駐枋山車站，待警、消、臺鐵人員完成傷患救援與乘客轉運後，隨即由官兵進入事故地點，協助搬運枕木、清理土石等鐵道搶修工作。

　臺鐵機務人員對官兵冒著風雨，不但在漆黑的隧道協助搬運枕木與裝備，更在滿是泥濘的土石堆中清運石塊，他們無私及高效率的工作精神令人感佩，深覺只要有國軍的幫忙，南迴鐵路一定會早日恢復通行。

　國軍第四作戰區表示，此次臺鐵土石流出軌事故，國軍官兵不待命令主動馳援，協助救災工作，即以實際行動詮釋「救災就是作戰」的精神，發揮應變制變效能，為國人生命財產安全提供堅實保障。
