【綜合報導】深圳龍華新區龍勝村有一家人長期住在垃圾堆旁的小屋，為防止9歲的大兒子走失，父親長期用紅粗繩把他綁住，有行人經過時，男童便拉繩子，用無辜的眼神看着行人，十分可憐。

據悉，被綁住的男童叫王濟熱，這堆垃圾則是一家人的經濟來源，父親王經新靠撿垃圾維生，一年多來，只要學校放假，王濟熱就會被父親綁在大樹下的水泥墩上。

王經新說，他在深圳10年來都靠撿垃圾賺錢過活，多年前認識做清潔工的妻子，二人結婚後，妻子在家照顧子女，生活更加拮据。

除了大兒子王濟熱沒錢上學，曾停學一年，二女兒小時候發燒也沒錢醫。現在妻子要照顧二女兒和小兒子，而王濟熱又愛東跑西跑，無奈之下只好把他綁住。

【戴安瑋／台北報導】針對泉順、億東及聯米等3大米商用進口米冒充台灣米，或用劣質米冒充等級高的米，農糧署組長蘇宗振上午表示，農委會已完成《糧食管理法》的修法草案，可望下月送進立法院以優先法案審議，最快明年實施，未來進口米與台灣米須分開銷售，不能再混米銷售，若再發現有糧商用進口米冒充台灣米等情節重大者，最高可罰300萬元，甚至違規1次，即可廢除糧商執照。

對於消基會要求農委會引用《食管法》懲處業者1500萬元，蘇宗振說，《食管法》是管理食品安全，《糧食管理法》是特別法、主管糧食，且市售包裝米不會腐壞，也不會有任何添加物，是否能引用《食管法》開罰，須再研議。

他說，在修完未完成前，民眾在購買市售小包裝米，可先觀察包裝袋有無破洞、看清楚標示產地國、米的等級，也可透過包裝袋透明處檢查米有無變黑變黃，有無碎米粒等，若碎米粒多則不要買。

【柯長錕／台北報導】三星今日公布Note 3售價，16GB版售價2萬2500元，11/1開賣，硬比SONY Z1的2萬2900元便宜400元。而32GB售價2萬3900元，9/27開放早鳥預購取貨、 10/1全台開賣。另外，台灣三星表示，會引進16GB 4G LTE版，以及64GB版本，但上市日期和售價均未定。

【陳建彰／台北報導】台股今天開高突破8300點後，旋即震盪拉回，其中蘋果（Apple）概念股因為新iPhone在3天就熱銷900萬支，股價表現相對強勢，扮演撐盤要角，終場指數小漲6.29點收8299.12點，成交值802億元。
 
第一金投顧研究部副總陳奕光表示，美國聯準會維持QE（Quantitative easing，量化寬鬆）政策，可望吸引外資資金回流新興市場，預估這2~3周指數有望挑戰8450點。
 
他指出，大盤季線已經突破半年線，短線在8100點有支撐，外資已連18買台股，匯市持續升值，預料外資在期貨、現貨作多趨勢應不會有太大變化，全球股市在資金策動下，預期指數在8439點見壓不是壓，對於高點暫不設立場，大盤會偏多輪漲。
 
選股方面，陳奕光建議，外資已部重兵在金融股，金融股後市漲相佳，國內法人聚焦蘋概股、非蘋低價手機、4G題材，景氣循環類股也可留意，生技類股趨勢仍不變，三中全會將登場帶動中概股也有題材。
