西方經濟發展及理論一直是建立在道德的基礎上的。這不僅體現在每一個原始到「物物相易」（barter trade）的交換都要求公平，對等，更表現在當代宏觀經濟的管理，調控都強調透明和公益性（social welfare effect）。可以說，從稅收，資金市場監察，審計，直至反映「公平競爭」的反托拉斯法，民主政府在經濟領域的主要功能是保證每個參與者有公平的競爭機會，而且被同樣公認的遊戲規則所規範，即所謂的「公平賽場」（level playing field）理論。西方這種經濟理念，如當代著名經濟學家，「奧地利學派」的代表者哈耶克（Hayek）所充分表述的，是和西方「文藝復興」（Renaissance）之後對人性的尊重相輔相成的，尤其是它認為經濟活動凝聚了「自由」和「選擇」等近代西方恪守的原則。
很值得深思的是民主經濟體制的道德性著重過程的公平，透明，人性化，並不在意以GDP為主導的綜合結果。相反，以哈耶克為代表的經濟學家認為這種依賴「中央調控」(central-planning)和「政府介入」(government intervention)所製造的「繁榮」是危險的，專制的，因而是不道德的。此觀點的代表作是哈耶克出版於1944年的經典名著《通向奴役之路》（「the road to serfdom」）。在書中，他重點剖析並批判了創造所謂經濟輝煌的納粹德國，並對戰後全球經濟走向一體化和具專制性而表示深切的擔憂。
