【大紀元2013年08月08日訊】（大紀元記者莊麗存台灣台北報導）新任國防部長嚴明8日首度出席行政院會，行政院長江宜樺歡迎嚴明在這時刻加入行政團隊，同時期勉能以過去嚴謹、完整的經歷作為，讓國軍建立更好的制度，重建台灣人民對國軍的信心。
江宜樺在聽取國防部「國軍人權改革保障作為」報告後，指示國防部，全面檢討洪案有關的缺失，並落實執行。江宜樺指出，立院三讀通過修正〈軍事審判法〉部分條文，請國防部全力配合，並協同法務部、司法院做好移交準備，相關配套措施務必在5個月內完成。
江宜樺說，洪仲丘案的發生，針對各界提出的改革訴求，已責成政務委員羅瑩雪成立專案小組全盤檢討督導，並宣示成立「軍事冤案申訴委員會」，全力推動修正後的〈軍事審判法〉，要求國防部立即檢討軍中管教等相關制度。
此外，江宜樺也要求各部會學習事件發生後的危機處理，「不要拖延」是最起碼的要求；但更重要的是須開誠布公，讓資訊透明，必要時擴大參與，誠實面對問題，才是妥善解決問題的關鍵。◇

那條明誠四路 很寬.經過的車輛速度都不低..
而wish我認為沒看到的原因....
就是 太陽 那個時候 從那邊照過來 就算轉過去看 也來不及了....
因為 貨車為了拼一時之快衝了紅燈...
我也因為在那邊 因為陽光關係 差一點 就衝了過去...

台聯立委葉津鈴7日首次召開記者會，一位李姓媽媽指控，因為馬英九總統抱怨國軍體能不佳，把3000公尺的體能標準從16分降至14分，導致他的孩子中暑、熱衰竭，在加護病房昏迷7天，他差一點失去兒子。
葉津鈴表示，台灣國軍的體能測驗標準比美國嚴格，美國3200公尺19至22歲的標準是15分54秒，台灣3000公尺的標準是14秒。她說，身為三軍統率的馬總統若不儘快調整，她不排除控告馬總統虐殺士官兵。
李媽媽指出，她的兒子民國99年6月某日下午4時，在空軍官校進行體能訓練，在最後百米衝刺，因中暑體力不支昏倒，送醫後昏迷7天，昏迷指數3；當時醫生告知，10個熱衰竭病，只有1個能救得回來，而且多數得終身洗腎，顯見台灣的標準太嚴苛了。她還說，兒子昏倒後，她才知到軍中的醫官素質太差了。
至於6月幾號昏倒送醫？李媽媽說，「詳細的日期，我還要回去再查！」
葉津鈴還說，「國人的體能比美國人還差」，但體能標準卻比美國人嚴苛，她呼籲國軍的體能標準必須依國人體質、軍種而不同，不要再讓更多意外發生。
