【張麗娜／台北報導】中國國防部外事辦主任關友飛20日在華府向媒體透露，中美兩國防長舉行會談時，中國國防部長常萬全再次提出如果美方停止對台軍售，中方可以考慮調整軍事部署。民進黨政策會執行長兼駐美代表吳釗燮上午表示，美國政府跟中國政府在軍售上似乎有實質的討論，這種討論就超過以前美中之間對話層次，特別中美成立工作小組，將變成雙方制度化溝通，對台灣非常不利。

吳釗燮說，中方以前已經提好幾次了，就是以停止軍購換飛彈撤除，這部分以前國內也討論好幾次，但這次比較訝異的是，美國政府竟然跟中國政府在軍售上似乎有實質的討論，這種討論就超過以前美中之間對話層次，尤其是有關組成工作小組這件事情，我們非常關切，因為組成工作小組，也就是表示未來有工作小組開會時，他們就會針對雙方之間有必要談的議題，包括軍售等都會在工作小組來談，也就是說以停軍售換撤飛彈這件事情，就會變成制度化雙方溝通的議題，這個對台灣非常不利。

吳說，希望政府尋求我們既存的外交管道，向美方尋求澄清及保證，就是美對台軍售是不會受到改變的，且保證未來不會跟中國繼續就軍售問題進行諮商。

被問及是否與馬政府外交休兵有關？吳說，有關馬政府這部分，國內已討論很多，但就對外立場上面，我覺得在國防議題上面，我們要上下一致、朝野一致，有關尋求其他國家澄清，尤其是美國政府在這上面的澄清與保證，不應該分朝野。

但他也表示，馬政府在處理國防議題上面，我們必需認真嚴肅去探討，他到底有沒有認真來做，如他選前承諾要有3％GDP的國防預算，可是現在只有2.1％，這太少了，尤其是我們接下來要推行全募兵制，這預算根本不夠推全募兵制，等於是我們未來軍購預算完全沒有著落，對我們軍方士氣也會有重大影響，所以我們必須要重視這方面，呼籲馬政府必需要注意的也是這方面。

不會直接用誰來當say的受詞，因為是He said something to somebody.才對。

因為是You saw someone yesterday.的關係。

為何要用whoever 而不是whomever呢?

＝你所尊敬的人也會尊敬你。
本句的whoever = any one whom you respect ...
所以名詞子句裡當受詞的關係代名詞可以寫成Whomever you respect
但口語中常以whoever取代whomever，除非直接在介系詞或動詞之後當受詞。
