【鄧惠珍／彰化報導】天然災害停班停課問題引風波！彰化市長邱建富今天早上7點30分臨時宣布彰化市停班停課，許多家長將小孩送到學校後，聽到消息又請假去接回小孩，但彰化縣府卻說，公所宣布停班課僅限其所轄單位，不僅家長大罵，公所與縣府雙方也互相指責。

今天清晨一場豪大雨，彰化市時雨量破40毫米停班課標準，彰化市長邱建富通知彰化縣府後，公所7點30分在網站與市長臉書宣布停班課，公所並通知彰化市區內各學校，但因各國中小學生大多在7點半前已經到校，很多家長只好再回到學校接小孩，有些家長還特地請假，紛紛抱怨沒有提早通知，但到學校才知道，校方並沒有宣布停課，家長氣炸，認為市公所與縣府一國兩制，叫家長如何適從？

但因為到學校接小孩的家長實在太多，部分學校陸續宣佈停課，也有學校再學生吃完營養午餐後停課，彰化市16國小、6所國中除聯興與石牌國小外，其他學校中午以後均已停課，另彰中、彰女、彰化藝術中學等高中也陸續宣佈停課。

邱建富說，當時雨量驚人，達停班課標準，他認為是緊急狀況，趕緊先致電縣長卓伯源，由隨扈接電話並表示將回電，數分鐘後縣府人事處處長鄭中堅回電，只說「彰化縣各地狀況不一，是否上班上課授權各鄉鎮首長自行決定」，邱說，因為是緊急狀況，為維護學生安全，宣布停班課，均依「天然災害停止上班及上課作業辦法」。

人事處長鄭中堅卻說，各鄉鎮公所可依轄內情形決定是否需要停班課，但縣府今年五月針對該問題進行各鄉鎮公所意見調查，彰化市勾選「由縣府決定」，彰化市公所宣布停班課，僅限於彰化市公所本身與所轄單位。 而邱建富在臉書公佈停班課後，有不少網友回應「現在公布太晚了吧！」還有人說，「小孩在彰化市上課，自己在外鄉鎮，很不方便！」。

（軍聞社記者郭家良臺北卅日電）國防部今天表示，慶祝「民國一０二年軍人節暨全民國防教育日」表揚活動，上午在臺北國軍文藝活動中心及三軍軍官俱樂部舉行，全體楷模人員偕同眷屬參加慶祝大會，「國軍楷模」、「模範團體(主官)」、「敬軍模範」及「全民國防教育傑出貢獻獎」得獎人員，接受馬英九總統頒獎表揚。

　國防部指出，今年接受表揚的國軍楷模有四十八員、國軍模範團體（主官）為廿五員、敬軍模範共廿九員、全民國防教育傑出貢獻個人獎計卅員、全民國防教育傑出貢獻團體獎則有廿員，合計一百五十二員；全體得獎楷模偕眷屬在慶祝大會後與總統合影留念，場面溫馨而隆重。

　國防部強調，國軍每年透過楷模選拔表揚與慶祝活動，以達到獎掖績優、樹立典範、激勵官兵士氣的目的；今年該部與國家地理頻道及Discovery頻道合作拍攝「臺灣菁英戰士－陸戰蛙人」及「臺灣特戰部隊」專輯，深獲社會大眾好評，特別頒發特殊成就獎，以感謝國家地理頻道及Discovery頻道支持全民國防教育。

　稍早，國防部也在三軍軍官俱樂部辦理記者會，邀請獲獎代表及家屬與會，向媒體記者朋友分享獲獎感言，表達年來在各自工作崗位上犧牲奉獻、戮力不懈的辛勞，獲得在場記者高度的肯定。

　國防部發言人羅紹和少將表示，獲獎官兵都是各單位的佼佼者，他們在各自崗位上兢兢業業、犧牲奉獻，這個殊榮對他們可說是實至名歸；羅紹和強調，一直以來，國軍官兵以保國衛民為職志，不論在高山、外島等偏遠單位，都可以看見官兵們戍守的身影，希望國人可以多多支持，未來國防部也將持續從事人權的保障與申訴制度的改革，以贏得人民信任。

　此外，軍人之友社理事長許勝雄也親蒞會場，向所有獲獎者及家人道賀，他表示，國軍與社會密不可分，正因為國軍數十年來的努力，才有目前安康的社會，不管是戰備演訓，或者是防救災任務，都扮演國家支柱的角色；未來，軍友社將持續扮演平台橋梁的重要角色，推動社會企業、團體等，主動關心與支持，落實「軍民一家親」，共創美好家園。
