（中央社記者王淑芬高雄31日電）高雄市今天持續間歇性大雨，也有零星積水，桃源區等因土石鬆軟警戒撤離300餘居民到避難中心，市府也有大型活動停擺。

高雄市一整天下雨，累積雨量包括大樹、左營、鳳山和甲仙一帶都超過200毫米，桃源區因為有土石流紅色警戒區，區公所仍要求高中和建山等里民眾撤離到避難中心。

另外，甲仙區也撤離170人、那瑪夏區也撤離7人到避難中心，以防止土石鬆軟造成意外。

至於市區降雨量大的地區包括鳳山、大樹和左營區，楠梓區軍校路一帶還淹水超過30公分，仁武區八德路與國道十號高速公路口一帶也有短暫積水，大社區中華路清雲宮前積水約40公分。

高市府水利局說，因為是間歇性的降雨，時雨量不大，積水原因多為洩水孔被堵塞居多。

高雄市今天有多場大型活動，包括體育處要舉辦的2013第一屆世界運動舞蹈大會造勢活動暨志工誓師大會，因為整天降雨，已在上午通知取消；不過，新聞局預計下午2時起要舉辦的2013高雄UBU硬地音樂展原本要利用雨歇時開唱，不料，下午雨勢持續，被迫在下午5時宣布取消活動。

興達港區漁會舉辦的2013浪花捲捲節仍冒雨進行，區漁會搭起遮雨棚照常舉辦海味食神烹飪活動，有家政班媽媽的創意料理，她們不畏風雨，興緻高昂的展現拿手絕活，為行銷興達港的旗魚虱目魚丸、黃金烏魚子、招財花枝丸、胭脂蝦香腸等「撩下去」，讓區漁會感到「揪感心」。1020831

日本安倍內閣特別經濟顧問小組重要成員、東京大學經濟學者吉川洋31日表示，「日本經濟目前已經走穩，我們應按照計畫提高消費稅率。」他表示，日本提高消費稅率時如能配合其他刺激經濟措施，將不會威脅到經濟復甦或企業信心；這使安倍內閣於明年提高消費稅率的信心大增。經濟部長甘利明也表示，「經濟顧問小組的大部分成員都表示，我們應該提高消費稅率；不提高稅率的風險，比按照預訂時程提高稅率的風險更大。」安倍內閣將在未來幾周內做出決定。

等級未滿30可以先點防禦系的天賦堅韌皮膚和針刺裝甲來對抗初期野怪傷害，畢竟你符雯少了2個物防紋章，而且場次比較低端的人，好像都比較不會幫忙開藍、紅和協助打狼打四鬼，你應該事先跟隊友溝通好要他們幫忙打，且不要吸到經驗和搶到錢，這樣對你早期GANK比較有幫助，你可以先不要點血量先點堅韌皮膚和針刺裝甲。
GANK要憑經驗一般而言我會帶著4格或5格殘虐值去GANK，如果有機會跳出去就連Q兩次，怕對手逃走可以先放個狩獵拋繩，牽制住在出去連續放兇殘打擊兩次，對手還沒跑之前再來個怒獅戰吼來強化防禦，接著他就算打你也不會太痛，配合隊友很容易拿下擊殺的，前提是隊友會玩......，如果你真的很難早到前期時機GANK的話也可以等到6等血性獵殺點了之後再GANK，潛行狀態的你是不會被對手看見的(紅眼、先知除外)，要打時標記對手通知隊友一起擊殺，這真的要看經驗了。

【陳俐妏／台北報導】為力挽營運頹勢，宏達電（2498）今年推出「機皇」新hTC One系列，又傳與工信部協商，針對中國消費者開發新作業系統，為外界帶來想像空間；但hTC One系列首席設計師簡志霖等人竟爆A千萬元公款、甚至在外私設公司並涉嫌將圖形介面機密帶到中國展示，今遭收禁見，恐為宏達電後續新品研發埋下變數，周一股價亦將遭逢空襲。
 
據悉，全案為宏達電掌握相關人員涉商業間諜事證，出手清理門戶（向檢調報案）止血。
 
檢調今查出，宏達電創新研發中心副總簡志霖等高層涉嫌竊取hTC下半年將發表的手機圖形介面軟體，並攜往中國向四川官方展示。儘管宏達電強調新品上市不受影響，但研究手機通訊產業的法人指出，以往設計構件若流到中國，1~2周內就會被複製，在三星和蘋果猛擂戰鼓之際，hTC未來新品能否如期推出，確實令人擔憂。
 
相關業者指出，簡志霖率領的團隊，今年以金屬機殼製程的新hTCOne打響名號，在宏達電台灣研發團隊中算是第一把交椅，但該公司在美國仍有研發團隊，純就工業技術而言，人才具備可替代性。也有業者認為，此案讓人驚訝的是，hTC手機外殼竟是委外設計，「他們真正內部開發的構件，到底有哪些？」
 
宏達電今年營運不如預期，股價從年初失守300元大關之後，雖曾在4月底重登301元，至6月之後又一路重挫，在外資券商持續唱衰下，8月1日跌破150元心理關卡，之後宏達電股價的「天」與「地」就在160~145元遊走，周一開盤之後，股價如何承受清理門戶的利空襲擊，值得觀察。

【綜合報導】前伊朗總統拉夫桑賈尼（Akbar Hashemi Rafsanjani）1日對伊朗媒體表示，他相信敘利亞政府應該要為以化武攻擊平民負責任，這與伊朗官方論調支持敘利亞阿塞德政權的立場明顯不同。
