【綜合報導】連日豪雨災情不斷，雲林昨再傳一起土石流活埋農民不幸案件，失蹤兩天的吳姓農民（63歲），昨在自家筍園附近的產業道路被尋獲，但已遭土石流掩埋氣絕身亡。

警方調查，吳峰禹的女兒昨向古坑鄉公所災害應變中心通報，父親失蹤兩天遍尋不著。公所農經課長孫旺田前往吳的筍園察看，只見工寮及小貨車均在，人卻不知去向，便往更深處走去，在產業道路驚見吳男被土石流掩埋，全身只露出頭部，早無氣息。警方發現吳男面部朝下、身體壓著圓鍬，疑似冒雨鏟除土石時，遇土石流沖刷而下，逃生不及。

彰化市安溪東路28間透天厝傳出地層下陷意外，有的房子鐵門變形，也有房子廚房和客廳高低落差數十公分，居民緊急撤離。

發生地層下陷意外的28間透天厝名為「江南花園城」，已有30多年歷史，這幾天大雨不斷，昨天下午透天厝前的馬路出現小裂縫，昨天晚上裂縫範圍不斷擴大，有住戶聽到電線桿電線被拉扯的聲音，也有人聽到房子裡傳出劈劈啪啪的聲音，居民趕緊疏散。

彰化市大竹里里長吳良財說，昨天下午來查看時，馬路上只有幾公分寬的小裂縫，晚上他再來看的時候，裂縫已達10多公分，出現地層下陷的情形，於是通知市公所、縣政府出動人員幫忙居民疏散。

彰化縣長卓伯源及彰化市長邱建富今天上午也趕到現場會勘，卓伯源指示警消單位設立臨時指揮中心，協助居民處理後續事宜，邱建富則安排找不到棲身處所的居民先住進彰化市南瑤宮以及彰化榮民安養中心。

昨天晚上緊急撤離的居民上午也回到住處，有人發現房子下陷傾斜，廚房和客廳高低落差數十公分，也有人想到剛買的房子就發生下陷意外，不禁潸然淚下，但大多數的人都忙著將家中貴重的物品搬出住家，減少損失。

八年八百億元治水計劃即將結束，朝野立委呼籲要延長治水計劃。國民黨立委李鴻鈞直言，當年扁政府提出八年八百億元，就是民粹治水，並非專業考量，沒有把真正問題點出來，而是由中央編列特別預算，由地方政府提報預算額度，該怎麼使用也沒提，錢就給了，沒有成效也是可以預期。

李鴻鈞建議，中央應跨部會成立一個小組，立即針對全台易淹水地區做一個通盤的體檢，真正點出問題，再針對問題對症下藥，提出因地制宜的整治計劃，再討論需要多少預算，而非先匡列預算再談整治計劃。

李鴻鈞說，該用工程方式解決就用工程方式，該改變地方生活型態就改變生活型態，八年八百億元案已經失敗過一次，呼籲政府應慎思，不要重蹈覆轍。他主張治水計劃應整體檢討後再重新提出，讓治水可以治本。
