【寶智華／雲林報導】莿桐鄉大美楊桃專區受日前康芮颱風淹水影響，果實雖未落下，但受水傷逾四成，採收後不耐久放，批發價格由每公斤4、50元掉到10元左右，農民爭取補助，政府相關單位卻以落果率來評估，初審未通過補助標準，本月18日複審，結果尚未出爐。

農民們擔心天兔颱風會把尚堪採收的熟果打落，仍加緊採收，不過精算運銷成本後，賺不到錢，只希望能回本。部分果農把楊桃倒地餵雞，無奈的說：「這陣子用楊桃餵雞，餵到連雞都不太想吃了，政府有看到我們的痛嗎?」

【陳如嬌／台北報導】受天兔降雨影響，公路總局表示，至中午12時止，共有7路線封閉，其中災害封閉有3路線，包括台7線北橫公路大曼路段邊坡坍方，預計18時搶通；台8線中橫公路碧綠溪路段邊坡坍方，預計14時搶通；台20線勤和至復興便道涵管流失，待溪水退卻後再行評估搶通時程。  

預警性封閉的路線有4路線，包括台7線北橫公路羅浮至巴陵路段預計18時開放；台8線中橫公路關原至太魯閣、台9線南迴公路香蘭至新路預計明8時開放；台23線東富公路小天祥路段預計後天凌晨0時開放。

【綜合報導】今年編號第19號天兔颱風逐漸逼近台灣，《蘋果即時》整理全台交通異動如下：

陸上交通
1、台7線北橫公路大曼路段、台8線中橫公路碧綠溪路段邊坡坍方封閉 。
2、台9線南迴公路香蘭至新路、台8線中橫公路關原至太魯閣、7線北橫公路羅浮至巴陵路段以及台23線東富公路小天祥路段預警性封閉。
3、台20線勤和至復興便道，溪水暴漲涵管流失封閉。
4、貓空纜車21日全天停駛。
5、中橫公路西起關原東至太魯閣口路段實施預警性封閉，今日上午10時起禁止進入，中午12時全線道路封閉，預定22日上午8時解除預警性封路。
6、省道台7線宜蘭縣大同鄉玉蘭路段101.5公里處上午邊坡落石坍方，崩落1300多立方土石，交通全面中斷。公路局派出人員怪手機具，已在中午先恢復北上車道單線雙向通車。
7、屏東縣枋竂鄉台1線450公里處大範圍落石，北上車道中斷。

【國道】
1、國道12個中南部收費站21日全天暫停收費。包括國道1號后里、員林、斗南、新營、新市、岡山，以及國道3號大甲、古坑、白河、善化、田寮、竹田等12個收費站。
2、今日原訂15-20時的國5蘇澳-頭城高乘載管制暫停實施。但仍將視國5北上雪隧交通狀況，機動實施匝道儀控。

【高鐵】
台灣高鐵21日維持正常營運服務。

【台鐵】
1、21日南迴線、花東線、平溪線及阿里山森林鐵路各級列車均停駛。
2、21日18時前，西部幹線各級列車正常行駛。
3、21日宜蘭線、北迴線等區段，因豪雨預警值已達停駛標準，各級對號列車均停駛，區間車視風雨狀況機動行駛。
4、21日高雄－枋寮間、集集線及內灣線區間車視風雨狀況機動行駛。

【客運】

空中交通
1、中華航空：21日華航CI-308/309高雄－台北取消，CI-166/167高雄－大阪提前1小時起飛。
2、立榮航空：21日12時台北－台東、高雄－金門15時30分及高雄－馬公16時40分取消。
3、復興航空：21日上午前全航線正常起降，下午航班將據天候狀況再作決定，22日桃園－澳門GE353/354/355/356提前6小時、澳門－高雄GE362提前2.5小時起飛。
4、華信航空：21日高雄－花蓮12時40分取消。
5、德安航空：21日高雄－七美10時20分及13時20分的取消。
6、遠東航空：21日高雄－馬公8時15分及13時45分取消。
7、國泰、港龍航空22日18時後，台灣─香港間航班及進出香港國際機場的航班都將取消。

海上交通：

【大紀元2013年09月22日訊】星期六（9月21日）,肯尼亞首都內羅畢市內最高檔的「韋斯特蓋特」購物中心發生恐怖襲擊，至少有39人喪生，150人受傷。

據BBC消息，索馬里伊斯蘭極端組織青年黨宣稱，肯尼亞首都內羅畢一家購物中心發生的襲擊是他們發動的，他們這麼做是為了報復肯尼亞出兵索馬里。

索馬里青年黨在社交媒體上說，他們的攻擊目標是非穆斯林，而且在他們的攻擊開始之前，就已經讓購物中心內所有的穆斯林離開。

有目擊者說，大約在當地的中午時間，有蒙面槍手朝購物中心內投擲手榴彈。警方表示，槍手至少抓了6名人質。

肯尼亞警方已經包圍購物中心，試圖疏散裡面的人群，軍方直升機也在附近降落。BBC的特派記者索伊表示，有報導稱其中一名槍手被警察打死。肯尼亞當局要求媒體不要播出現場實況，以免攻擊者從中獲取最新消息。

肯尼亞美國大使館1998年遭到基地組織炸彈攻擊，當時有超過200人喪生，而這次攻擊則是那次爆炸襲擊之後，死傷人數最多的一次恐怖攻擊。

星期六的襲擊事件發生之後，國際社會予以廣泛譴責。有許多國際救援人員居住在肯尼亞，法國已經證實，有兩名法國公民在攻擊中喪生，美國和英國則表示，死者中很可能有他們的公民。
