消基會公布，今年6月與去年12月相比關閉病床前3名醫院分別是林口及台北長庚及台北榮總，原因是評鑑護理人力不足而關床。

消費者文教基金會今天表示，衛生福利部投入預算欲解決如急診壅塞、醫事、護理人員等問題，2013年相關預算雖有增加，不過問題仍未改善。

消基會取得中央健康保險署民國102年醫學中心與區域醫院病床變動表，分析今年6月與去年12月醫學中心病床數變動顯示，林口長庚、台北長庚及台北榮總的總病床數分別減少220床、56床、43床，是關床前3名。

消基會表示，醫院為符合評鑑標準減床，拿經費卻以關床手段因應護病比的要求，嚴重損及病患權益。

長庚醫院表示，醫院歷史已經有30多年，有些病房老舊，自多年前開始陸續改建與整修病房。台北榮總表示，了解情況後再回覆。

衛生福利部醫事司司長李偉強指出，醫院護理人力數會變動，有時也會因季節調整或是退休潮而人力調整，近年為落實每班護病比要求，讓護理人員辛苦且合理工作，調整病床數，而減床只是暫時，待招募足夠人力後，依護病比要求調整病床。

行政院主計總處今天公布9月消費者物價指數（CPI）為104.05，受颱風影響菜價上漲，年增率0.83%。

主計總處表示，9月CPI較去年同期上漲0.83%，主因蔬菜價格在去年同期隨颱風後復耕上市，供應趨穩而回跌，今年9月受風雨衝擊，雖中秋節後價格回落，相較去年仍漲幅顯著（上漲27.93%）。

不過，蛋類、水果、通訊費及油料費價格相對去年為低，加上3C消費性電子產品持續降價促銷，抵銷部分漲幅。

2013年大馬與柬埔寨都舉行國會大選，長期執政的政黨都以慘勝延續政權，都遭到反對黨嚴厲指責選舉舞弊不公，更號召人民走上街頭抗議。

柬埔寨於7月28日舉行第五屆國會選舉，根據國家選舉委員會(NEC)公布，在國會123席次中，柬埔寨人民黨獲得68席，反對黨救國黨獲得55席，人民黨獲得組閣權，洪森連任首相。但救國黨以選舉嚴重舞弊為由拒絕承大選結果。9月23日是柬埔寨新任國會議員宣誓就職日，反對黨救國黨55席在黨主席沈良西帶領下於22日向已逝太皇西哈努克宣誓。

其中更在金邊進行大規模的示威遊行，並要求成立獨立調查委員會，但都遭到執政的人民黨拒絕，洪森或許認為在國會議員宣誓就職之後，抗議事件就會落幕，如今看來柬埔寨大選舞弊抗議事件，短期內難善了。反觀馬來西亞於5/8舉行大選，反對陣營人民聯盟(民聯)獲得過半選票卻只拿下222席的89席，執政的國民陣線(國陣)133席，隨即反對陣營舉行大規模抗議選舉舞弊活動，但隨6月25日全體國會議員宣誓就職之後，抗議活動與力道大幅降低。

柬埔寨與馬來西亞二國從地方在中央都是內閣制形式，而兩國最大差異在選制，大馬單一選區一票制，222席由222選區選出，加上族群的複雜因素，形成多黨組成國民陣線簡稱國陣，相對反對黨也組成人民聯盟簡稱民聯。柬埔寨採以省市為單位政黨比例代表制，及各選區候補名單隨時可增列。

柬埔寨的選制有利政黨的約束能力，無一議員違背黨意，反觀大馬的選制，除了聯盟或陣線約束力低以外，同陣營的主張與訴求也出現南轅北轍的現象，甚至在州議會出現議員倒戈執政權易手的情況發生。

抗議選舉舞弊無非修改選罷法，引進政黨制衡及公民監督力量等等，國會議員進行抵制型抗議或妥協性的爭取，無標準答案，大馬與柬埔寨提供二個非常有意義的比較案例，現在各政黨的操作都會反映在下次的選票上。

【方翊倩／綜合報導】北京故宮擬逐年擴大開放紅遍兩岸「甄嬛傳」小主們居住的壽康宮、慈寧宮等，將於2015年對外開放。

《聯合報》報導，目前北京故宮開放面積為52%，計畫2015年將擴大到65%，2020年為開放76%，並以開放80%作為最終目標。北京故宮博物院院長單霽翔表示，2015年擴大開放的區域，包括電視劇「甄嬛傳」中小主們的居所。「甄嬛」居住的壽康宮將原狀陳列；安陵容居住的延禧宮將成為外國文物館；敬妃和欣貴人最終移居的慈寧宮，將變身為雕塑館；位於養心殿南面的御膳房將作為家具館，展出庫房裡的紫檀、花梨等宮廷家具，讓遊客瞭解更豐富的皇家藏品。
