據香港明報引述北京消息透露，中共總書記習近平將親任國安委主席，包括全國人大委員長張德江、全國政協主席俞正聲和中央書記處書記劉雲山等三名政治局常委將擔任副主席。而國安會成立後，多個中央領導小組將可能虛級化。

報導稱，中共新成立的國安委員會的委員，還包括中央政策研究室主任王滬寧、副總理汪洋、中央政法委書記孟建柱、兩名軍委副主席范長龍和許其亮、國防部長常萬全、公安部長郭聲琨、國務委員楊潔箎和總參謀長房峰輝等。國安部長耿惠昌可能擔任秘書長，而兩名副秘書長分別是現任政法委秘書長汪永清及武警司令王建平。

報導稱，這消息若屬實，則意味著國安委將一統最少七個在不同領域擁有最高決策權力的中共中央常設小組，包括習近平任組長、俞正聲任副組長的中央對台工作領導小組、張德江領導的中央港澳工作協調小組、俞正聲領導的中央新疆工作協調小組、中央西藏工作協調小組和劉雲山為組長的中央宣傳思想工作領導小組、中央黨的建設工作領導小組。

如此一來，則習近平固然將會凌駕於其餘六常委之上，同時又總攬了中央政法委的轄權，政法委亦名存實亡。此外，既然上述小組的最高負責人都變成了國安委的二哥、三哥或四哥，那這些本來在不同領域做決策的中共中央的領導或協調小組還有無存在的必要呢？

究竟國安委將屬於黨的系統，還是國家系統呢？目前並無定論。

北京政壇有耳語稱，國安委將屬於中共國家行政系統，習近平欲將政法委和上述諸多中央領導或協調小組所擁有的超級權力，從中共中央轉移到國家機構，為其「正名」。然而，將上述中共黨的機構納入國家行政系統的話，不修改中共憲法恐難成事。問題是，迄今為止，各方面並沒有為國安委而修憲的半點跡象。
