環球透視下修中國經濟成長 至7.5%

國際研究機構「環球透視」（GI）日前公布今年3月對今年全球經濟成長率的最新預測值，對於台灣仍保持在3.4%，但對中國大陸則由2月的7.8%下調至7.5%。

GI本月同時調降對於全球的經濟成長率由3.3%至3.1%，美國由2.7%下調至2.5%，日本由1.8%下調至1.4%，降幅達0.4個百分點，幅度最大。

不過，除台灣外，GI對於歐元區的經濟成長率預測值也維持不變，仍為1.1%，南韓、香港、新加坡與印度的預測值也和前月相同，分別是3.6%、3.7%、3.4%與5.4%。

每逢元旦或雙十國慶，上千面國旗隨風飄揚的壯觀場面，讓中壢龍岡「國旗屋」聲名大噪（見圖，康鴻志攝），由張世執導的國片「活路」，則看中「國旗屋」濃厚眷村氣息，向縣文化局提拍攝計畫，並自即日起進駐，要將「國旗屋」、美食及當地特有民俗文化「雲南打歌」一舉搬上大銀幕。

除「國旗屋」外，深具地標特色的龍岡圓環及國軍眷村文化保存園區馬祖新村，也都被劇組列為主要拍攝場景。

文化局文創影視科科長蘇意茹表示，龍岡地區居民大多來自雲南及泰緬邊境，充滿異域風情及多元文化的氣氛令人著迷，知名的米干、米線，及差點失傳的「雲南打歌」，更是吸引劇組進駐拍攝的關鍵，希望透過電影的視覺傳達，能再次原汁原味呈現眷村風華。

蘇意茹表示，文化局每年都會透過獎勵影視產業來推廣桃園地區的人、事、史、地、物，活絡桃園影視產業外，也提升在地文化藝術的氛圍。劇組希望藉由行政機關對於好劇本的背書補助，吸引更多民間投資機會，等於各取所需，創造雙贏。

去年「活路」逕向文化局提案專案企畫，要將具備濃濃眷村味的龍岡地區，列為主要場景，文化局評估後同意補助200萬經費，並由協拍中心提供劇組拍片資源、勘景等。相信透過劉以豪、楊謹華、林美秀、郭書瑤、吳大維、屈中恆等知名演員的演技，及導演張世的精心整合，以龍岡為背景的電影，更令人期待。

　　金融界網站3月18日訊：周二早盤，受利好訊息刺激，首航節能(行情,問診)復牌股價一字漲停。截止發稿時，該股漲停，報29.45元。

　　停牌4個多月的首航節能今日公布重組方案，公司擬以發行股份購買資產的方式購入新疆西拓100%的股權，同時向公司實際控制人黃文佳非公開發行股票募集配套資金，發行價均為24.5元/股。本次交易完成后，新疆西拓將成為首航節能的全資子公司。

　　值得追問的是，在停牌敏感期內，本次重組財務顧問中信證券(行情,問診)，及參與方蔡淑琴、洪鑫母子二人均有交易記錄，其中，蔡、洪母子兩人的交易規模達千萬元之巨；而三方的交易行為並未被中介界定為內幕交易。

　　10億元並購涉足余熱發電

　　根據預案，本次重組標的資產新疆西拓預估值約8.16億元，增值率約341.50%。經協商，標的資產的交易價格約為10.5億元。首航節能擬以每股24.50元的價格，向新疆西拓原股東非公開發行合計4285.71萬股用於支付上述對價。此外，公司擬向實際控制人黃文佳定向增發募集配套資金不超過3.5億元，發行數量為1428.57萬股，發行價格也是每股24.50元。

　　據資料，新疆西拓是一家集科研、設計、生產、維修、銷售及項目投資為一體的節能環保服務企業，專注於我國天然氣輸氣管道壓氣站余熱發電這一細分市場，通過投資、建設、運營西氣東輸燃驅壓氣站余熱電站，將壓氣站燃氣輪機排放的余熱資源轉化為電能。目前，新疆西拓已經與中石油管道聯合西部分公司和中石油西北聯合管道公司簽署協議，投資開發13個西氣東輸沿線壓氣站燃氣輪機尾氣余熱發電項目，合同總裝機容量256MW。

　　根據預估結果，新疆西拓2014 年、2015 年、2016 年、2017 年和2018 年度實現凈利潤分別為-457.66 萬元、5527.92 萬元、1.37 億元、1.29億元和1.51億元。

　　首航節能表示，公司目前主要在節能節水和清潔能源發電業務領域發展，這些業務或者是為發電企業配套，或者本身即屬清潔能源發電行業。本次交易完成后，上市公司將涉足余熱發電領域，業務范圍進一步擴展。

　　母子敏感期交易套現受限

　　值得注意的是，本次重組核查期間，核查范圍內人員出現多次買賣首航節能股票行為，其中包括中信證券、蔡淑琴、洪鑫三位當事人，而蔡淑琴系洪鑫之母。

　　根據公告，中信證券於核查期間內累計買入538.78萬股首航節能股票，累計賣出538.78萬股。蔡淑琴、洪鑫母子二人累計買入47.55萬股和49.37萬股公司股票，累計賣出0股和51.37萬股首股票。

　　回溯本次重組歷程，2013年9月11日，北京產權交易所網站公示新疆西拓51%股份出售的相關資訊。10月8日，為滿足競拍受讓人的資質要求，首航節能董事長決定由首航波紋管委派北京申安投資集團有限公司和自然人洪鑫組成聯合競買體，競拍新疆西拓能51%股份，並相應簽署了委派協議。2013年10月23日上午，聯合競買體競拍獲得新疆西拓51%股份，同日下午，首航節能發布重大事項停牌公告，披露公司正在籌劃重大投資事項。

　　根據交易記錄，洪鑫自5月16日起頻繁短線交易首航節能股票，最後一次賣出價為26.9元。其母5月16日建倉，一舉買入47.55萬股，單價21元/股，此后一直持股未動，首航節能停牌前報收26.77元。簡單計算，母子二人動用的資金規模約2000萬元。

　　不過，北京市天元律師事務所認為，上述三方均不屬於《證券法》等相關法律法規所禁止的內幕資訊知情人利用內幕訊息從事證券交易的行為，不會對本次重組構成實質性法律障礙。

　　但極為罕見的是，盡管聲稱不存在內幕交易，但蔡淑琴、洪鑫均承諾，直至本次重組成功實施或首航節能宣布終止本次重組事項實施，相關當事人不買賣首航節能股票。分析人士表示，這或許是迫於監管壓力的一種變通做法，防止兩人在復牌后迅速套現。

封鎖來電可查詢通聯紀錄嗎？

最近手機常出現沒看過的號碼未接來電，一天兩三通，回撥給他請問他哪位打我號碼之後說沒打過？？

然後又天天出現他的號碼未接來電，我覺得很煩就直接用手機封鎖還有APP封鎖。

但誇張的是，封鎖後APP竟然有出現他的封鎖來電紀錄，一天10幾通！

說真的我有點受不了到底是誰這麼無聊？？我該報警備案嗎？？可提告什麼？

還有封鎖來電之後能查的到受話紀錄嗎？因為我把他封鎖了，所以手機也沒通話紀錄，但是封鎖APP有詳細的封鎖未接來電！
